Position Title:           Parent, Family, Community Engagement (PFCE) and Eligibility, Recruitment, Selection, Enrollment, Attendance (ERSEA) Manager

SUMMARY

Under the direct supervision of the EHS Director, the PFCE/ERSEA Manager, is responsible for the planning, development and implementation of PFCE and ERSEA Service Areas. Assist in monitoring, analyzing, and providing feedback concerning PFCA and ERSEA systems, information and budget items. Develop and implement appropriate training and technical assistance for EHS staff, policy council and governing body. Establish and maintain effective recordkeeping systems. Participate as a team member and in Community networking opportunities. The PFCE/ERSEA Manager shall have supervisory responsibility for the Family Advocates and ERSEA Specialist. 

 

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Assist with the working of local agencies providing background information on the families and community situations to enhance those agencies understanding of and responsiveness to individual families and community needs and problems;
  • Develop and engage in strategies and recruitment activities to ensure that the EHS program meets and maintains its funded enrollment level and waiting list and assist to fill vacancies within 30 days as needed at the individual sites
  • Monitor and analyze enrollment and attendance data to inform the planning process;Develop strategies and recruitment activities to ensure that at least 10% of the EHS program’s funded enrollment is comprised of children with disabilities according to IDEA 
  • Monitor, aggregate and analyze child attendance at least monthly to identify trends or areas of concern
  • Assist with the compilation of End of Month Reporting activities, Program Information Report (PIR) and the grantee’s annual report
  • Provide information, referral and coordinating efforts to link staff and families with appropriate resources;
  • Assist the Early Head Start program in developing eligibility, recruitment, selection, enrollment and attendance (ERSEA) criteria to meet the goals of the Early Head Start Program.
  • Develop and coordinate training and professional development activities on ERSEA/Final Rule for the Governing Body, Policy Council, Key Management Staff and Family Advocates
  • Provide workshops, training and/or technical assistance regarding ERSEA topics to staff, families and community, in small and large group settings or individually as needed;
  • Assist with the consultation of Early Head Start personnel to enhance the coordination and integration of services provided to the Early Head Start families;
  • Assist in the development and implementation mechanism through which parents and other volunteers can be meaningfully involved in the Early Head Start Program;
  • Prepare and distribute timely reports and tracking regarding ERSEA and PFCE activities and updates to the EHS Director each month
  • Serve as a member of the Health Services Advisory and School Readiness committee, and self-assessment and community assessment teams
  • Analyze community assessment information and facilitate planning efforts to determine design options, recruitment, recruitment efforts and enrollment guidelines for Early Head Start
  • Provide input and solutions to develop and/or revise the agency’s ERSEA systems, policies and procedures;
  • Maintain systems, database, files, etc. ensuring security and confidentiality of data 
  • Participate in agency sponsored training and workshops as required;
  • Collaborate with other EHS Management staff to meet the needs of children and families
  • Perform other related duties as assigned by the Early Head Start Director
  • Maintain a small caseload (as needed).

 

 

EDUCATION and/or EXPERIENCE

Must have a Bachelors’ Degree in Social Work or related field and at least three years’ experience in the Social Service field, or providing Early Head Start/Head Start PFCE/ERSEA services to preschool programs. 

Such alternatives to the above qualifications as the Board may find appropriate and acceptable.

 

CERTIFICATES, LICENSES, REGISTRATIONS 

Must have and maintain current CPR and First Aid certifications. Must have a Bi-Annual TB Test and physical examination.

 

SUPERVISORY RESPONSIBILITIES

Supervises the Family Advocates and ERSEA Specialists.

 

LANGUAGE SKILLS 

Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.  Ability to write and/or type routine reports and correspondences.  Ability to speak effectively before groups of district personnel or organizations.

 

MATHEMATICAL SKILLS

Ability to add, subtract, multiply, and divide in all units of measurement, using whole numbers, common fractions, and decimals.  Application of percentages, ratios, and proportions to practical situations is required.

 

REASONING ABILITY

Ability to interpret and carry out instructions furnished in written, oral, diagram or schedule form.  Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to analyze information and use logic to address work related issues and problems. Ability to quickly assess employee, departmental, and administrative needs and provide timely feedback.

  • Knowledgeable in Early Childhood Education, Head Start Performance Standards
  • Ability to acquire knowledgeable of Creative Curriculum, Conscious Discipline, Teaching Strategies Gold and early childhood environments.
  • Ability to establish and maintain cooperative and effective working relationships with staff and other professionals. 
  • Ability to maintain strict confidentiality and embrace and embrace the cultural diversity of families. 
  • Ability to work with infants/toddlers, preschool children, school aged children and adults.

The employee frequently lifts and/or moves up to 40 pounds, and occasionally lifts 50 pounds from floor to waist. The employee must be able to push/pull up to 75 pounds horizontally. Specific vision abilities required by this job include close vision, distant vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
