SUMMARY: 
Develops, implements, manages, and evaluates professional development programs, events, and activities for all certified and classified staff members.
 
ESSENTIAL DUTIES AND RESPONSIBILITIES:   

  • Develops and implements systems of professional learning for all teachers and staff.
  • Collaborate and coordinate with administration and instructional services to determine professional learning needs to support district initiatives and strategic plan goals, and to ensure compliance with all state and federal regulations.
  • Develops and coordinates New Staff Orientation programs.
  • Evaluates training and development needs for certified and classified employees through needs assessments, surveying, and consultation.
  • Coordinates with administrators and supervisors to support improvement plans for staff members as requested.
  • Provides coaching and support for teachers and administrators on performance improvement plans.
  • Develops methods and tools, collects data, and analyzes regular and rigorous evaluations to assess the effectiveness and impact of professional development on student achievement.
  • Prepares reports and recommendations related to preliminary and final evaluations to the Chief Officer of Human Resources and Administration.
  • Oversees the development and implementation of the district’s plan for ADEPT.
  • Oversees ADEPT assistance and SCTS 4.0 evaluation processes for teachers at each contract level, including providing support for SCTS 4.0 evaluation teams, principals, and appointed SCTS 4.0 liaisons in the teacher evaluation processes.
  • Ensures a robust teacher evaluation system that complies with all state guidelines and regulations and supports the improvement of teaching throughout the district.
  • Develops training plans, to include training schedules, to maintain a diversified core of SCTS 4.0 evaluators and mentors to ensure an adequate pool of both.
  • Assists in the budget planning for ADEPT and Title II.
  • Provides all pertinent ADEPT/SCTS 4.0 related information, practices, and updates to the locally district sponsored charter schools to help ensure proper implementation of the ADEPT System for teacher certification purposes.
  • Oversees data entry for SCTS 4.0 and certificate renewal for district professional staff.
  • Updates and submits to the Chief Officer of Human Resources and Administration the district’s ADEPT Plan.
  • Coordinates and supports Leadership Development programs.
  • Serves as district Induction and Mentoring Coordinator, which includes implementation of the State of South Carolina Induction and Mentoring guidelines.
  • Develops meaningful career ladders and coordinates associated training and development opportunities for all categories of district employment.
  • Engages in continuous professional learning, including SDE required training.
  • Coordinates with other departments to recognize staff members.
  • Supports the growth and health of Professional Learning Communities throughout the district with resources and evaluation activities.
  • Ensures compliance with district, local, state, and federal reporting policies, procedures, and guidelines.
  • Performs other duties as may be assigned by the Chief Officer of Human Resources and Administration.

 

JOB SPECIFICATIONS

 
EDUCATION and/or EXPERIENCE:
Master’s degree; minimum five years of successful teaching and/or administrative experience; evidence of continual professional development; experience evaluating and mentoring staff with SC Department of Education approved instruments; experience with professional development and training preferred.
 
Such alternatives to the above qualifications as the Board may find appropriate and acceptable.

Valid South Carolina Teaching Certificate (any certificate area)

SUPERVISORY RESPONSIBILITIES:  
Oversees the work of staff and departmental functions associated with all professional development programs.
 
LANGUAGE SKILLS: 
Ability to read, analyze and interpret professional journals, technical procedures and instructional manuals.  Ability to design and write professional development plans, reports and data entry procedures.  Ability to effectively present professional development and training and respond to questions from groups of educators, trainees, media, administrators and organization members.
 
MATHEMATICAL SKILLS:

Ability to add, subtract, multiply, and divide in units of measurement, using whole numbers, common fractions, and decimals.  Ability to work with mathematical concepts such as probability and statistical inference and in the display and interpretation of data. Ability to apply basic concepts of statistical analysis, fractions, percentages, ratios, and proportions to practical situations.
 
REASONING ABILITY:
Ability to interpret and carry out instructions furnished in written, oral, diagram or schedule form.  Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to analyze information and use logic to address work related issues and problems. Ability to quickly assess employee, departmental, and administrative needs and provide timely feedback.
 
OTHER SKILLS and ABILITIES:
Ability to perform duties with awareness of all district requirements and Board of Education policies.

Ability to operate a personal computer and related software.  Ability to work independently, with limited supervision.  Ability to develop effective working relationships with students, and the school community.  Ability to communicate clearly and concisely, both orally and in writing. Ability to develop effective working relationships with staff and district employees.  Ability to implement a flexible work schedule to meet the reporting deadlines.   Proficiency with Microsoft applications such as Excel, Word, and PowerPoint required.  Ability to perform duties with a high level of detail and accuracy. Ability to self-monitor and manage multiple tasks while working individually and with members of a group.

Specific vision abilities required by this job include close vision, distance vision.  Some driving required.  Duties of the job require frequent use of a computer monitor and related equipment.

The terms of employment detailed in this job description are based on full time employment during the school year.  Conditions of employment adjusted for part time employees or individuals who are hired for less than an entire school year.
 
EVALUATION: 
Performance of this job evaluated annually according to Board Policy.
